In recent years, mass occupational hazards have occurred from time to time, such as 186 migrant workers suffering from pneumoconiosis in small coal mines in Kunshan Township, Wuwei County, Anhui Province, 86 people in Hechi City and 131 people in Wuzhou City, Guangxi Zhuang Autonomous Region suffering from chronic lead poisoning, and more than 30 migrant workers returning to their hometown in Shuifu County, Yunnan Province suffering from silicosis. These incidents have seriously damaged the health of workers, caused great losses to the country and had an extremely bad social impact. In order to effectively protect the health and related rights and interests of workers, the notice on further implementing responsibilities and effectively strengthening the prevention and control of occupational diseases is as follows:


1、 Fully understand the importance and urgency of occupational disease prevention and control


Under the leadership of the CPC Central Committee and the State Council, through the joint efforts of all localities and departments, China's occupational disease prevention and control has made great progress in the past few decades, and has gradually embarked on the track of standardization and legalization. However, in the process of economic development, due to some employers' failure to fulfill the responsibility of occupational disease prevention and control, poor workplace environment and poor health protection facilities, the problem of occupational disease hazards has become increasingly prominent. In some places, occupational disease hazards such as pneumoconiosis and occupational poisoning are serious, which not only damage the health and life safety of workers, but also affect economic development and social harmony and stability. Health administrative departments at all levels should fully understand the importance and urgency of doing a good job in the prevention and control of occupational diseases, take the prevention and control of occupational diseases as an important work to deeply study and practice the scientific outlook on development, implement people-oriented and promote sound and rapid economic development, and earnestly strengthen the leadership of the prevention and control of occupational diseases with a high degree of seriousness and responsibility. The top leaders of health administrative departments at all levels shall personally deploy the prevention and control of occupational diseases, and the leaders in charge shall pay attention to the implementation and earnestly perform their duties of prevention and control of occupational diseases.


2、 Further clarify the responsibilities and implement the responsibility for occupational disease prevention and control


According to the provisions of the "three determinations", the Ministry of health is responsible for the supervision and management of occupational health technical service institutions and the evaluation of occupational hazards of construction projects, the supervision and management of the implementation of the employer's occupational health monitoring system, and standardizing the diagnosis and identification of occupational diseases. The health administrative departments at all levels shall, in accordance with the division of responsibilities, establish and improve the management responsibility system and accountability system for occupational disease prevention and control, fully and seriously perform their duties, assign them to each person and conduct regular assessment. We should establish and improve the coordination mechanism of occupational disease prevention and control departments, strengthen information communication, strengthen joint law enforcement, and form a good situation of coordinated cooperation and joint management. For serious occupational disease inductive accidents caused by ineffective leadership, neglect of management, failure to obey orders, connivance and shielding, the person in charge of the unit, the directly responsible person in charge and other directly responsible persons shall be seriously investigated for responsibility in accordance with relevant regulations; The constitution of a crime shall be transferred to the judicial organ for handling.


3、 Establish and improve the occupational disease prevention and control system and improve the service ability and level

All localities should take the opportunity of deepening the reform of the medical and health system, actively strive for local financial support, strengthen the construction of occupational disease prevention and control system, and ensure that each province (District, city) has provincial professional institutions for occupational disease prevention and control, each county (District) has institutions with occupational health examination ability, and each prefecture and city has institutions with occupational disease diagnosis ability. At the same time, further adjust and enrich the occupational health supervision and management force, continuously improve working conditions, ensure their working funds, and continuously improve the ability and level of occupational health supervision.


4、 We will strengthen law enforcement and seriously investigate and deal with acts endangering workers' health

All localities should strengthen the supervision and inspection of small and medium-sized enterprises with occupational hazards of dust, lead, cadmium and organic solvents in accordance with the national key supervision and inspection plan for occupational health in 2009, in combination with local key occupational hazards, key industrial enterprises and key groups, and seriously investigate and deal with illegal acts endangering the health of workers. Actively handle the handling of complaints and reports of occupational hazards cases, attach great importance to the clues of major cases, timely organize the investigation and punishment according to the division of responsibilities, and inform the society.


5、 Strengthen the occupational health examination of construction projects

Health administrative departments at all levels shall further improve the examination and approval procedures and systems, clarify responsibilities, improve the construction of occupational health expert database, standardize the behavior of occupational health technical services, and improve the efficiency and level of occupational health review of construction projects in accordance with the provisions of the law on the prevention and control of occupational diseases. According to the principle of territorial management, organize and carry out the supervision and inspection of occupational health technical service institutions, and seriously investigate and deal with illegal acts.


6、 Further standardize occupational health monitoring and occupational disease diagnosis and identification

We should further improve the management system and strengthen the construction and management of occupational disease diagnosis and identification institutions and occupational health examination institutions. We should constantly improve the coverage of occupational health monitoring, realize the inspection of occupational health in towns and communities, and enable workers to enjoy basic occupational health services. We should constantly improve the level of diagnosis and treatment of occupational diseases, properly handle disputes over the diagnosis of occupational diseases, and ensure that the diagnosis and identification work is scientific, fair, timely and convenient for the people.


7、 Strengthen publicity and create a good atmosphere for the whole society to care for the health of migrant workers

All localities should seriously organize and carry out this year's publicity week of the law on the prevention and control of occupational diseases. Focusing on the theme that "protecting the health of migrant workers is the common responsibility of the whole society", they should take various forms of publicity, focus on migrant workers and small and medium-sized business owners, vigorously publicize the law on the prevention and control of occupational diseases, popularize laws and regulations on the prevention and control of occupational diseases and knowledge of the prevention and control of occupational diseases, and form a good atmosphere for the whole society to care for and protect the health of workers.
